Mr. PULK has been
active in the F.S.U. since the days of détente, through the “new” revolution,
and resultant evolutionary processes of change from the USSR to republics of
the Newly Independent States (NIS).
Of note and
interest : (Photos): 1993 Load-out
of 2,960 m3 “spruce” on coastal vessel during Timber Trading days from Saw Mill
No. 9/12 - location Dvina River north of Archangelsk, Russian Federation and
regions north to the Barents Sea.
(This
was one of 9 such coastal vessel charters fixed and moved during the short
summer shipping season of 1992/93/94. New laws promulgated in
1994 Russian regarding "exports of natural resources and currency
convertibility", effectively halted further sales and shipments
under similar trading conditions.)
Fixed and
Multiple IL-76T/D and Antonov-124F Ruslan charter aircraft flights during the
years 1989 and onward to the current time. Current interface with RUSA –
Russian Space Agency - Moscow and environs, NASA, ILS, and related client
interests.
Mid-1990s onward
to current: Russian Far East – Sakhalin I (ExxonMobil lead) and Sakhalin II /
S.E.I.C. (Shell Oil lead) shelf projects.
1990s - T.C.O.
(Chevron-Texaco lead) inclusive of related logistics requirements on
multi-modal basis from global suppliers; A.I.O.C. / Azerbaijan;
1980s U.S. Dept of State construction requirements for new Embassy and
affiliated agencies in the USSR.
David
Pulk – Experience in the Former Soviet Union (F.S.U.)
- In the mid-to-late 80s, as
COO of Intertrans Corporation, was directly responsible for the logistics
support, (i.e.; sea, air, road, rail, and customs clearance formalities), as a prime vendor to
the U.S. Department of State in the construction and outfitting of the
"new" U.S. Embassy and A.I.D. facilities in the USSR, located in
central Moscow.
- In
1989 - major supporter in the co-development - and participant
as lead customer for Pan American World Airways Cargo
utilization of Russian based, owned, and crewed ILYUSHIN-76T/Ds.
This was subserviced under Pan American’s flight
rights and routes, and operated as a 2X per week all
cargo service on the route from New York to Amsterdam,
and return via ICELAND. Pulk was responsible for
development of return cargo through the then new concept
of “Icelandic fishing and packing co-operative” exports
of salmon to the USA. The operation was further
noted as unique in that this was the first commercial
use of Russian-registered aircraft to/from the USA on
scheduled (cargo) routes by an American-owned company
during the "Cold War". The operation
was profitable due to creative marketing strategy and
good service provided by the Russian partner for Pan
American during the 18-months term of the contract.
- Founder and major S/H of
trading Company in the R.F./1992 established for the buy, sell, and
transport of timber and other
primary mineral resources. HQ - Moscow
with offices in Arkangelsk and Murmansk - successful entrepreneurial
venture introduced into northern Russia, which enhanced local White
River "communes" production capacity and opened sales to
international markets; trading halted by “the (1994) new” government with
changes and restrictions in foreign currency repatriation.
- Multiple follow-on visits
developing logistics plans in western Russia throughout the 90s, which transcended
the boundaries into other newly independent republics of the C.I.S. -
inclusive of Engineering, Procurement, and Construction (EPC)-related
projects for Oil & Gas “E&P and upstream” developments in
Azerbaijan, Kazakhstan, and Turkmenistan.
- As COO of Intertrans
Corporation in the early-to-mid 90s, was directly involved in the
implementation of unique logistics solutions for the
TenghizChevroil project/Phase I in Kazakhstan, which included global
supply chain requirements and sourcing... in what was then a
"developing (pioneering logistics) market".
- In the mid-90s,
maintained and have continued relationships
with multi-national integrated oil companies (Exxon and Mobil,
now ExxonMobil; Texaco, now Chevron-Texaco; Arco-now BP; Marathon and McDermott
- founding S/Hs of Sakhalin Energy Investment Company Ltd - nka:
S.E.I.C.), looking at the opportunities in the Russian Far East,
specifically Sakhalin Island shelf projects, and their relevant PSAs
with the Russian government for development of those resources, supporting
necessary logistics requirements to proposed operations.
- In 2000/2001 "tested
the waters" and in varied visits to Sakhalin and region, elected to
open an affiliate office of EXEL - aka: "OOO" ERA Logistics in
Yuzhno-Sakhalinsk to support expected logistics requirements.
- Initiated and developed
preliminary contacts with governmental affiliates, principals, and the
senior management staff involved in the Sakhalin Shelf Projects –
ExxonMobil, Shell, and their related (pre-qualified EPCs) vendors –
including Bouygues Offshore (nka: Saipem), AMEC, Spie-Capag, Parsons,
Poong Lim, JGC, HKBR, etc.
- As EXEL's sector Global VP
for Energy & Projects - and responsible for that Company's internal
"greenfield start-up", promoted the R.F., R.F.E., and
related logistics requirements with a focus on Siberia, and
R.F.E. oblasts. Interface and links for transport management as
provided in the Asia-Pacific region liaison through senior colleague Neil
Johnson based in Singapore.
- Provided for budget approval
process, including P&L requirements and sales targets, hired and
placed those persons responsible for the development of the Company in the
Russian Far East region, based Sakhalin - including Robert (Bob) Buhl and
Joseph Roberts - who held the crucial developmental roles for the Company
and expanded relationship with SAKH-I/ExxonNeftegas Ltd (S/Hs: ExxonMobil,
ONGC, Rosneft, SMNG), SAKH-II/S.E.I.C. (Shell, Mitsui, and Mitsubishi),
and SAKH-IV/V with BP.
- 2001-onward to current - established ground-floor
logistics within the suppliers and vendors to
the Russian-American space initiatives, and have since been
intimately involved on a "hands-on" basis to support
the AeroSpace industry requirements for AN-124F movement of
"high, wide, and heavy" materials on a multi-modal (air,
sea, rail, and truck basis).
- PULK
was invited and seated as the only "logistics representative" for the
U.S.A.-Russia: Commercial Energy Dialogue, initiated by
Presidents G.W. Bush and V. Putin – as formalized in February 2003. Sponsorship of the program was at the
cabinet level of government and for the U.S. included the Secretary of
Commerce, and the Secretary of Energy.
The program was later amended to include representation from the
UK. The FOCUS and vehicle for the dialogue
was the American-Russian Chamber of Commerce with the mandate by the respective
governments to provide suggestions as to how best to promote ease of
development within the OIL & GAS Sector and related service requirements
incumbent to make it happen.
